The general plan for something like what you want to do is:
1) sand thoroughly. You'll need to 'rough up' the surface lacquer finish so it will take paint, with a med. grit paper.
2) paint white.
3) sand lightly again to remove the white, back down to the blue color. You will want to use a fine sandpaper, and go gently, but you'll have control of how much white you take off to get the "distressed" finish you're looking for.
4) topcoat. You'll need to put a clear finish coat at the end.
It might be easier to accomplish all this with the piece taken apart (flat), but you're certainly not required ;^)
