I did several hanging wardrobes for my ex, based on the 16-inch deep unfinished pine utility storage shelves (my apologies, I cannot remember the real name of the line- we called it "low-rent IVAR" ) - These are inexpensive enough to cut down to fit under the
lower ceiling areas, and can be arranged at differing heights- a "stairstep" effect.
assemble the shelves with 2 shelves at bottom, a small storage area at top and the metal x-brace behind, suspend metal hanging rod from the "bottom-most-upper" shelf for hanging. Sand and finish if desired.
Wrap the sides and back in an appropriate fabric, stapling to the pine.
add a curtain rod across the front, and a curtain "door" and you have attractive hanging wardrobes (for approx. $30 each)
(shirts and jackets can happily hang in a 36-40-inch high wardrobe, - they don't all have to be at eye-level, especially for kids' clothes)
