Are you talking about width or height of the oven? The width of the cabinet is fixed but the height of the oven(s) can be modified by the end user.
OK, I'm in the UK but it looks as if the cabinets are identical. I am part way through modifying our tall oven/microwave cabinet to take a taller microwave at the top, lowering the main oven slightly and reducing the height of the drawer front. Unless you intend a major rebuild of the unit you are limited as to width.
The 28 3/8 inch width quoted is the width of the worksurface on the top. The outside width of the two oak uprights is 26 inches. The gap between the two oak uprights is 23 5/8 inches. The gap between the side panels that are fixed inside the oak uprights is 22 1/8 inches. This allows the standard 24 inch built in ovens to fit.
To modify the cabinet for wider ovens would involve the replacement of the 4 cross struts, the microwave base shelf, the drawer front, back and base.
If others have modified their cabinets to take a wide oven then I would suggest you get details.
IKEA oven housings are really designed with 'standard' built-ins in mind - to fit the ovens they sell.
The only straight forward modification would be for a larger cooktop for which you could easily increase the size of the cutout in the worktop.
