My kitchen is small and the ceiling is 95" high. Should I use 39" or 30" wall cabinets?
There will be a microhood above the cooktop. Too bad there is no 39" wine rack.
If I were you, especially in a small space, I'd use the 39" cabinets. You should have plenty of space. Your counter height will be at 36", which means if you put your 39" wall cabinets to the ceiling (or shall we say, within an inch of the ceiling so you can use some molding, and make sure the doors don't scrape), then you'll be left with about 19" for the backsplash, and that's right in the right range. You'll definitely like the extra storage the 39" cabs provide, and putting them to the ceiling might even make the space look bigger by drawing the eye up.
That said, I would consider some change to your plan, for aesthetic reasons.
#14 - 12" cabinet to line up below
#18 - go a full 36" wide to match up with a hood and the cooktop
#15 - 36" wall cabinet, again to line up with the corner cabinet below
#16 - just do your own wine rack inserts. If not cutting your own ...
I agree with Kristen that your height ceilings are perfect for the 39"H cabs.
And I agree with Narf that if you have a 36"W cooktop, it would be better to have a 36"W vent over it. Do they make microhoods 36"W? It may be against your local code to have those side cabinets directly over the cooking surface at the height currently in your plan.

Sound idea! I considered similar option during design:
There are no 36" convection microhoods - a must for my SO. Therefore I use a 30" cooktop installed into a 36" cooktop cabinet with a 30" convection microhood above.
Splitting a single 30" cabinet #14 into 12" and 18" wide cabinets will promote vertical lines. Instead I wanted to promote horisontals so popular in modern designs - that's why I strongly considered use of 30"-high wall cabinets.
Ah, OK. In that case, in place of #15-16, use a 15" wall cabinet, then a 21", then the wine rack. This should bring it out to almost even with the shallow-depth cabinets on the dining room side.
